The letter was dated 30 August 2016. Written in black ink in spidery, meticulous handwriting, it proclaimed at the top of the page: “On a Move!”, the mantra of the Move group of black liberationists from Philadelphia who clashed violently with the city’s police force 40 years ago, sending nine of them to prison for decades.

The author was Mumia Abu-Jamal, who is the closest thing that exists today to an imprisoned Black Panther celebrity. He joined the Black Panther party in the 1960s when he was just 14, and later became a prominent advocate for the Move organization.

The Trump administration and its conservative allies in Congress have consistently touted their efforts to “free” the American economy by rolling back regulations. The vice-president, Mike Pence, has said that the administration will deregulate so aggressively that we should all “buckle up”. Pence must have forgotten that seatbelts were instituted as a safety regulation that has saved countless people from injury and death.

So far, the push for regulatory rollbacks has focused mainly on public health, safety and worker protections. (These vaunted rollbacks are still in progress – or held up in the courts – rather than accomplished.) If anti-regulation politicians and lobbyists are successful, they will significantly reduce restrictions on air and water pollution, industrial waste, toxic chemicals, and hazards in the workplace.

US coverage has turned Bannon into Donald Trump’s Rasputin, single-handedly responsible for his shock election as the 45th president of the United States. And now, as Bannon crosses the Atlantic, breathless reports speak of his “Plan to Hijack Europe for the Far Right”. His meeting with the former foreign secretary Boris Johnson was apparently convened to plot “new moves that could have a significant impact on European politics”.

The notion of the evil genius, particularly one on the far right, is seductive. It helps externalise the evil. Rather than accepting that nationalist and populist ideas are part of the mainstream of society, their success is presented as the outcome of a devious plot, constructed by a political mastermind, in which a gullible population is seduced by a charismatic leader.

If you’re not on Twitter, don’t start. It’s like smoking: highly addictive and no good will come of it. But if you are, log on and put “Elon Musk” in your handle. Twitter has had enough of fraudulent Musk imitators and has decided to put a stop to their merry japes. Your account will be immediately blocked until you’ve proved you’re a real person (which you do via a text to your phone).

So there is no reason at all why Twitter couldn’t deal with hate speech, disruptive bots or Russian troll factories: all they’d need is a few Nazi keywords, a flag on anyone with a name like @GREATBRITISHSTEVE2876776, a quick Musk-style block and an identity check. There are anxieties, of course, around fixes that come from the social media platforms themselves. This leaves political and moral adjudication to tech giants, whose only known skill is virtual domination. The likes of Mark Zuckerberg have no obvious competencies in ethics. But they could start really simply, by ejecting known racists and troll accounts. Sure, it’s a wide net that could easily ensnare the president of the United States, and who knows what mischief he’d be up to if he weren’t on Twitter. They could move on to the more generalised groups that simply sow bitter hatred and division with misinformation, those whom the Indian press recently called “mischief mongers”.
